Branches

  1. These By – Laws are subject to the Articles of Association of the International Association of Sexual Educators, Counsellors and Therapists and shall be for the purpose of construing these By – Laws be read with the Articles.
  2. A Branch of the Association may be formed providing the following conditions are met :-
    (a) at its inception, no branch shall consist of fewer than three (3) Members;
    (b) the location of any branch shall not be within state boundaries of an existing Branch.
  3. The procedure whereby a Branch may be formed shall be:-
    ( a) any three Members of the Association may apply to the Executive committee for approval to proceed to form a new Branch;
    (b) if this application is approved by the Executive Committee, notice of the proposal to form a new Branch shall be given to all Members of the Association within those state boundaries; and drawing their attention to the provisions of By – Law (4) below;
    (c) if not less than three (3) members shall notify the Executive Committee of their intention to become Members of the proposed Branch and if the residential qualifications of these Members satisfy the conditions of By – Law (2), then the proposal shall be put to the vote at the next meeting of the Executive Committee;
    (d) if the formation of a new Branch is approved by the Executive Committee, the Secretary shall convene the first meeting of the new Branch. Not less than twenty one (21) days notice of this meeting shall be given in writing to those who have indicated their intention of becoming Members of the Branch in terms of By – Law (2).
  4. A Member will normally belong to the Branch closes to that member's place of employment or residence, but a Member may request the Executive Committee to approve his/her membership of another Branch.
  5. Subject to the foregoing By-Laws, the Members of a Branch shall be Members of the Association whose address in the Register of Members is in the location of that Branch. In the case of Members resident outside Australia, the last Australian address listed in the Register or Members shall determine Branch membership. The secretary shall inform the Branch Secretary and the Member concerned of any change in Branch membership.
  6. If at any time it is desired to abolish any Branch, a Meeting of the Branch concerned shall be called for the purpose of considering a resolution to abolish. Resolutions passed at any such Meeting shall be reported by the Branch Secretary concerned to the next meeting of the Executive Committee, and if approved by the Executive Committee, the resolution shall immediately take effect. Should the Executive Committee express disapproval of any of the said resolutions, such resolutions shall be considered by a General Meeting of the Association and the decision of this meeting shall be final.
  7. If the membership of a Branch shall fall below three (3), a Meeting of the Executive Committee shall consider whether the Branch shall be abolished.
  8. Notwithstanding the right of the Executive Committee to require the remission of all annual or other fees to the Honorary Treasurer, provided that the entrance fee paid by each Member and the annual administration fee of $5.00 in respect of each Branch Member is paid to the Honorary Treasurer, the executive Committee may exercise its discretion to grant to each Branch permission to incur such expenses in each calendar year as may be necessary for the work of the Branch, the approximate amount of such expenses to be determined by the Executive Committee, which amount will generally be equivalent to the annual subscription income generated by that Branch less the administration fee of $5.00 per member. The Branch Committee shall be responsible for keeping a proper account of such expenditure and shall furnish such accounts as the Executive Committee may require.
  9. A Branch shall have rules, and it shall be the duty of the Committee of a Branch to prepare such rules. All such rules shall be subject to the memorandum and Articles of IASECT and shall provide for the election of all Members of the Branch Committee by ballot. To have effect, any branch rule shall have been approved at a meeting of the Branch, called for the purpose, and shall have been approved by the Committee.
  10. Each Branch shall present a report to each Annual General Meeting of the Association.

    SECTIONS
  11. Subject to the provisions of the Articles and these By-Laws the Association shall consist of Associate members, Full Members and General Members whose names shall be entered upon the Register of Members to be kept pursuant to the Act, provided that persons who are not Members but who fall within one of the categories described in By – Law No. 14 below may be admitted to meetings, courses and functions of the Association upon the terms therein set out and any such persons although admitted to the Association or to all or any of its activities shall not be members of the Association pursuant to article 4, nor shall their names be entered upon the Register of Members to be kept pursuant to the Act.
  12. Members who are in accordance with the provisions hereof are granted either full or Associate Membership of the Society shall be admitted to one or more of the 7 following Professional Sections of the Society:-
    Educators;
    Counsellors;
    Therapists
    Researchers
    Teachers
    Healers
    Masseuses

  13. (a) Honorary Members : - Persons who upon the recommendation of the Membership Committee shall be invited by the Executive Committee to be Honorary members of the Association in recognition of their contribution to the objects of the Association.
    (b) Non – Members: - Persons who may be invited by Members of the Association to attend no more than two meetings (other than those which shall be designated as “open Meetings” by the Executive Committee) in each calendar year provided that the attendance of a meeting of and Non – Member shall be approved beforehand at least two (2) Members of the Executive Committee.
  14. All Members shall be admitted to the Association as General Members provided that upon submitting their application for membership of the Society in accordance with the Articles they may concurrently submit to the Membership Committee and application or applications in the appropriate form as herein provided for admission to one or more of the sections of the society.
  15. Subject always to the provisions of the Articles and of the By-Laws the business of each section relating solely to the administration of that Section shall be administered by the Executive Committee of IASECT.
  16. The criteria to be applied by the Membership Committee when considering applications for admission to the several sections as either a Full Member of an Associate Member of any section shall be as follows:

(a) Educators (Full Members)

Members of the International Association of Sexual Educators, Counsellors and Therapists who shall satisfy the Membership

Committee of the Association that, at the time of their application for admission to the section, they have successfully completed:-

 

(i) A government Accredited course of tertiary Education or its equivalent, such course to be approved as to its adequacy and relevance by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard) degrees, diplomas, and certificates from hospitals, colleges of advanced education, teacher's training colleges, technical colleges and like institutions; and

(ii) At least two years active participation full time in the field of sexual education or, in the opinion of the Membership Committee, an equivalent period part time provided that such experience should be multi-factorial including (but without prejudice to the absolute discretion of the Membership Committee in that regard) experience in large group teaching, small group teaching, audio visual teaching and like situations; and

(iii) a formal training course in sexual education approved by the Membership Committee.

 

(b) Educators (Associate Members)

Members who have satisfied the Membership Committee that, at the time of their application for admission to the section, they have successfully completed:-

 

A government Accredited course of tertiary Education or its equivalent, such course to be approved as to its adequacy and relevance by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard) degrees,

(i) diplomas, and certificates from hospitals, colleges of advanced education, teacher's training colleges, technical colleges and like institutions; and

(ii) Adequate relevant training in sexual education; and

(iii) At least two years experience in full time sexual education or, in the opinion of the Membership Committee, an equivalent period part time; and

That they are members of, or employed in an appropriate capacity by a Teaching organisation or profession approved by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard).

 

(c) Counsellors (Full Members)

Members who have satisfied the Membership Committee that, at the time of their application for admission to the section, they have successfully completed:-

(i) A government Accredited course of tertiary Education or its equivalent, such course to be approved as to its adequacy and relevance by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard) degrees, diplomas, and certificates from hospitals, colleges of advanced education, teacher's training colleges, technical colleges and like institutions; and

(ii) Adequate relevant training in sexual counselling; and

(iii) At least two years experience in full time sexual counselling or, in the opinion of the Membership Committee, an equivalent period part time; and

That they are members of, or employed in an appropriate capacity by a counselling organisation or profession approved by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard).

 

(d) Counsellors ( Associate Members)

Members who shall satisfy the Membership Committee that, at the time of their application for admission to the section, that they have wither successfully completed (ii) or (iii) above, or that they are members of (or employed in an appropriate capacity by an approved counselling organisation of profession, or that they have successfully completed (i) currently engaged in (ii) or (iii) above.

 

(e) Therapists (Full Members)

Members who shall satisfy the Membership Committee that at the time of their application for admission to the section they have: -

•  Successfully completed a government Accredited course of tertiary Education or its equivalent, such course to be approved as to its adequacy and relevance by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard) degrees, diplomas, and certificates from hospitals, colleges of advanced education, teacher's training colleges, technical colleges and like institutions; and

•  membership of a relevant professional Society, or that they are currently eligible for such

•  membership.

•  Adequate and relevant training in the field of sex therapy and counselling; and

•  Had at least two years experience with therapy in the sexual field provided that during that period their case load in that field has represented at least 10% of their practice (excluding the case load of any partners, associates, consultants or employees) and provided further that during such period of two years they have personally managed or treated at least one hundred cases in which the principal therapy was sexually orientated.

 

(f) Therapists (Associate Members)

Members who shall satisfy the Membership Committee that, at the time of their application for admission to the section, they satisfy the criteria in either (ii), (iii), or (iv) above, or that they have (i) above and are currently engaged on achieving either (ii), (iii) or (iv) above.

 

(g) Researchers (Full Members)

Members who shall satisfy the Membership Committee that, at the time of their application for admission to the section, they have successfully completed:-

(i) any degree from, or recognised by, a university of the government; and

(ii) At least two years supervised research directed towards a higher degree provided that such research should, in the opinion of the Membership Committee, be applicable to the objects of the Association in which regard the Membership Committee shall consider the nature and content of any relevant publication or theses.

 

(h) Researchers (Associate Members)

Members who shall satisfy the Membership Committee that, at the time of their application for admission to the section, that they have wither successfully completed either (i) or (ii) above, or that they are currently engaged in supervised research (in respect of which the estimation of its adequacy and relevance shall be in the discretion of the Membership Committee) applicable to the objects of the Association, provided that they must in any event satisfy (i) above and be currently engaged in appropriate research.

 

(I) Teachers (Full Members)

Members of the International Association of Sexual Educators, Counsellors and Therapists who shall satisfy the Membership Committee of the Association that, at the time of their application for admission to the section, they have successfully completed:-

•  A government Accredited course of tertiary Education or its equivalent, such course to be approved as to its adequacy and relevance by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard) degrees, diplomas, and certificates, colleges, teacher's training colleges, technical colleges and like institutions; and

(ii) At least two years active participation full time in the field of sexual education or, in the opinion of the Membership Committee, an equivalent period part time provided that such experience should be multi-factorial including (but without prejudice to the absolute discretion of the Membership Committee in that regard) experience in large group teaching, small group teaching, private tuition, audio visual teaching and like situations; and

•  a formal training course in sexual education approved by the Membership Committee.

•  Upon special consideration of the Membership Committee, a person who has not completed a formal Government course, but who has actively participated within the community in sexual education whether it be in conferences, workshops, seminars, talks, or similar may be may be admitted to this section upon the total discretion of the Membership Committee. .

 

(J) Teachers (Associate Members)

Members who have satisfied the Membership Committee that, at the time of their application for admission to the section, they have successfully completed:-

(i) A government Accredited course of tertiary Education or its equivalent, such course to be approved as to its adequacy and relevance by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard) degrees, diplomas, and certificates, teacher's training colleges, technical colleges and like institutions; and

(ii) Adequate relevant training in sexual teaching; and

(iii) At least one (1) years experience in full time sexual education or, in the opinion of the Membership Committee, an equivalent period part time; and

That they are members of, or employed in an appropriate capacity by an organisation or profession approved by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard).

 

(K) Healers (Full Members)

Members who shall satisfy the Membership Committee that at the time of their application for admission to the section they have: -

(i) Successfully completed a government Accredited course of Education or its equivalent, such course to be approved as to its adequacy and relevance by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard) degrees, diplomas, and certificates, teacher's training colleges, technical colleges and like institutions; and

(ii) membership of a relevant professional Society, or that they are currently eligible for such membership.

(iii) Adequate and relevant training in the field of sexual healing, therapy and/or counselling; and

(iv) Had at least two years experience with healing in the sexual field provided that during that period their case load in that field has represented at least 10% of their practice (excluding the case load of any partners, associates, consultants or employees) and provided further that during such period of two years they have personally managed or treated at least one hundred cases in which the principal healing was sexually orientated.

 

(L) Healers (Associate Members)

Members who shall satisfy the Membership Committee that, at the time of their application for admission to the section, they satisfy the criteria in either (ii), (iii), or (iv) above, or that they have (i) above and are currently engaged on achieving either (ii), (iii) or (iv) above.

 

(G) Masseuses (Full Members)

Massage in this regard in any form of non sexual massage. Members who shall satisfy the Membership Committee that at the time of their application for admission to the section they have: -

(i) Successfully completed a government Accredited course of Education or its equivalent, such course to be approved as to its adequacy and relevance by the Membership Committee, including (but without prejudice to the absolute discretion of the Membership Committee in that regard) degrees, diplomas, and certificates, teacher's training colleges, technical colleges and like institutions; and

(ii) membership of a relevant professional Society, or that they are currently eligible for such membership

(iii) Adequate and relevant training in the field of sexual healing, therapy and/or counselling through non sexual massage; and

(iv) Had at least two years experience with massage in the sexual field provided that during that period their case load in that field has represented at least 10% of their practice (excluding the case load of any partners, associates, consultants or employees) and provided further that during such period of two years they have personally managed or treated at least one hundred cases in which the principal healing was sexually orientated.

(H) Masseuses (Associate Members)

Members who shall satisfy the Membership Committee that, at the time of their application for admission to the section, they satisfy the criteria in either (ii), (iii), or (iv) above, or that they have (i) above and are currently engaged on achieving either (ii), (iii) or (iv) above.

17. Application for admission to a section shall be made to the Membership Committee in such numbers of copies and on such forms or forms as may be prescribed by the Committee and all applications much be accompanied by documentary evidence of relevant educational qualifications provided that an applicant for full membership whin any section or sections shall be proposed by a Full Members of the Association and shall provide the names of two referees who are members of a profession or professions relevant (in the opinion of the Committee) to the application and two personal referees, any of whom may also be a proposer.

 

18. The Membership Committee shall consider the qualifications of each applicant and shall inform the applicant of its decision as soon as possible, provided that in the event of an unsuccessful application the candidate may appeal to the Executive Committee.

 

19. The Membership Committee shall be a sub-Executive Committee constituted pursuant to Article 56 and the manner of election shall be as provided by Article 42 provided always that the Executive Committee shall comprise the President and one member from each section.

 

20. A decision of either the Membership Committee or the Executive Committee in favour of an applicant shall be unanimous and, should unanimity not be so achieved, the application shall be deemed unsuccessful.

 

21. The Executive Committee shall prescribe the quorum necessary for the transaction of the business of the Membership Committee.

 

22. Continuing accreditation and professional membership of this organisation requires that members give due evidence each year that they have continuing education through IASECT in their relevant field of sexology and that they are continuing in supervision with an approved supervisor for a minimum of twelve (12) hours each year.
